Now we know Kelly Osbourne doesn't have the most traditional dress sense, which we totally applaud, but this is just a step too far. Our jaws hit the floor when we saw her wearing this utterly bizarre head-garment thingie at the NME Awards in LA last night. Is it a hood? Is it a snood? Is it a bib? We just don't know! At least it, er, matches the rest of her outfit...
